Questions about freight

I use a inclusive free goods, so if I sold 10 goods, include 2 free goods,

and I want that the freight is not free

when I input HD00 in delivery order, the freight is right, but when I bill to

my customer, only 8 goods were calc. the freight, why?

I want 10 goods calc. the freight!!!
