How many Client I can create in a Production and development system.

By default you have 000, 066, 001 when you install SAP. So you can create 996 more clients in to your system.

Well, technically the answer is 997, not 996 (there are 1000 numbers 000-999, minus the three reserved clients 000, 001, 066). In practice, however, I have never seen anything close to that, not even from a hosting company.
-- In production systems, the general recommendation is to have only one client.
-- In non-production systems, there are usually more configured for a specific purpose (FI development, training, testing, etc.) but, as mentioned above, each client comes at the price of disk and DB space.
-- In many BI tables there is no mandant (client) field, so generally BI systems are single client.
So your question about how many clients is really too general. What are you trying to acheive by having multiple clients?
