just check if your http address when adding new rules contain FQDN(fully qualified domain name)...

Hi Mushon,
I am running into the same issue. We're on SP 16. I can create the alert classification and alert categories through ALRTCATDEF.
But when i go into the Runtime workbench->Alert Configuration, though i can see the alert categories i created, i am not able to select them. So the Alert rules "Add Rule" and "Change Rule" are always greyed out. How did you fix the issue?
I will also post the question, so i can give the points.

Hi Mushon,
To define an alert rule, you will have to <b>first select the ALERT CATEFORY.</b>
After you select the ALERT CATEGORY by clicking on the ALERT CATEGORY for which you want
to define your ALERT RULE, you will find that the ADD RULE button is enabled.
