Subsitution rule for WBS elements

Gurus,

I have scenarios where, when the user enter the person responsible in the WBS element at level 2, It gets copied to the level below. For this I want to use substitution rule.

Can someone please help me doing this?

I dont want to use mass change because I want to automate this process.
