Where the user context is stored when roll out

In TAMD12_2, there is an sentence "The roll out step saves the user context data for the dialog user when he or she exits the work process."

My question is where the user context data will be saved in roll out step, to buffer file, or database?

Please advise.

The roll out step saves the usercontext data to the user buffers when he comes out of the work process.
