Raj,

When the status is TECO it allows you to post or transfer actual costs but does not allow additional commitments.

When the status is CLSD it does not allow to post or transfer actual costs and additional commitments.

If you want to Post costs you can revert the status.

Additonal commitments means that,

After setting status TECO you cannot create Purchase Requisitions and Purchase Orders.

If you change the status of your project to TECO, the status will remove any Reservations & allow commitments to be finalised.

In TECO status no more commitments.

CREATED status - canot post costs.

RELEASED status - Can post costs.

TECO - No more commitment.

CLOSED status - COMPLETED

HOPe this will help you to understand.

REGARDS.

U can not post cost once project is closed. U have to reverse it to post the cost.
