Is there a document or link that describes how to use all the standard functions offered in the IR? In addition, is there a public site that acts as a central repository for individuals to post their "simple" or "advanced" functions? Does SAP certify custom IR functions? This would be helpful in an effort to potentially save development time.

There are some SAP Standard Training classes like BIT400 serices which teaches the basic and advanced mapping techniques in XI which includes the use of standard and user-defined functions.

SAP Certifies partners for the content development. You can have your simple and advanced functions as part of your content developement.
