Error while applying SAP BASIS support pack 17

Hi

I am trying to apply SAP BASIS support patch 17 (SAPKB0017) on my system (Netewaver 04 with both ABAP and JAVA stack). I am getting following error:

Function GET_WEBI_SHORTTEXT (SEWS_GENERAL 06) does not fit into the existing function group ((SEVEP 09))

Transport the whole function group

Can anybody tell what could be the problem.
