NWDS (Netweaver Developer Studio) is an IDE(Integrated Development Environment) used for the Development of Webdynpro and Java Based Applications.
NWDI(Netweaver Development Infrastucture) is a common versioning system which maintains the versions of the code in the DTR(Design Time Repository) ...the other 2 components of NWDI are CBS(Component Build Service) and CMS (Change Management System)...
So first you create a track in NWDI ...and then import that track into the NWDS and create webdynpros inside that track...
On the portal then you create an iview which points to the webdynpro application you created and add it to a role and assign the role to user..
