We create a document type UE for legacy data transfer, now we want to allow only one or two user to use it how we can do that.

you could also use FI validation tool with t-code: OB28, if BKPF-BLART = 'UE', then issue a error message.

In doc type settings, maintain a 'Authzn group' and then include the same in respective user profile PFCG against the auth object 'F_BKPF_BLA'

we have created one authorisation group 0001 and assigned with two different users ans also define in ob52 , but still this is not working.
entries defined in ob52 are:-

In Customizing for Financial Accounting, carry out the activity Maintain Authorizations under Financial Accounting Global Settings. Enter an authorization group in the document type. You then assign authorization for this authorization group to the users who will work with this document type.
For each document type, you can specify whether users are required to enter a reference number or the document header text.
