Only limited info is given there.
General cost activity is used for planning but that doesnt mean you cant post actuals. Confirmation of cost act doesnt lead to actuals costs; as in case of internal act. So in case of cost act you have other methods like goods issue, PO, direct FI posting to book actual cost. Refer the earlier link again, that will help now.

Examples of costs include travel expenses, insurance premiums, consultancy fees, and royalties.

Fro example Insurance cost which u would like to plan, in that case u can use General Cost activity.
Actual Cost for Cost activity can be captured thru FI posting only.

General cost activities are the activities which can not be differentiated as internal or external but though these expenditures are to be carried out.like payments to govt authorities for which we may not give the PO but are mandetory to pay.

Gen Cost Activities are the simplest form of costing in networks (e.g.: insurance premium, travel exp). They are defined by control keys:
(1)They carry an Account in the currency selected
(2)They require a Cost Element to determine what type of cost is being planned.
(3)They can have attached a set of components or BOMs
T-code for operation: CN21, CJ20N, CJ2D
T-code for customization: OPUU, OPSU, OPSC
