The requirment will check for certain conditions, as per the code in the requirement, before executing the access. If the conditions are met then only the access will be made.
For eg: If you are using table 78 (Departure Country / Destination Country) in step 10 with requirement 8 (Export Business), then access will be made to step 10 only if the transaction is export transaction i.e. departure country is different from destination country. If the departure country and destination country are not different then step will be ignored because of the requirement 8 and access will be made to the next step.
