You can find that out in SUIM tcode. > Change Document for Users > Give the "User" name, remove all the dates and times.. then execute.

Yes, in SUIM the field "Changed by" shows who created it where the Action will show "User Created"
Alternatively, you can go to SE16 > display table USR02 > give user name,execute.
there you will find the Creator in the field "ANAME" and create date under field "ERDAT".
Hope you've access for SE16 in production.

Have you made sure, in the change docuements for user screen,
- you've removed all the dates and times and then executed..?
- all option under "selection criteria for changed authorization" selected?
If it still doesn't show the "User created" then the change documents might have been deleted.
