I want to set option for all users: "Select a format locale = English (United Kingdom)"

If you don't want a user to change the formatting after the document is created
When saving the document select the Permanent Regional Formatting check box

Whether it is possible to put it to all users in options?
There are few workarounds through which you can set English(United Kingdom) for all users.
1.Universe level settings:
a.Go to tools->options
b.Go to general tab->select language->English (United Kingdom)
c.Check box u2018Migration forcedu2019
2. Windows system level settings:
a.Go to control panel->Regional & language options
b.Regional options tab->select English(United Kingdom)
3. Infoview settings:
a.Go to preferences->General tab
b.My interface locale is->English(United Kingdom)
