can a fert be both MTO and MTS.
if yes how to do that.

Yes it can be both MTO and MTS it depend upon the planning strategy. If you use 10 or 11 then it is Make to stock If you use the 20 strategy then it is make to order.
Suppose if you use the Strategy group with combition of both MTO and MTS then ur FERT become both you can select any strategy in MD61 so planned order will create accordingily MTS and please create Customer Independent Requirements using transaction "MD81", MTO once this is done after MRP run system creates Planned order which needs to be converted to production order for execution. Or you can use the VA01 for sales order also.

Yes Fert can be both MTO or MTS
For that u only need to select strategy 40 in MRP view 3 for Fert material.

Check if Strategy 40 meets your end? This is kind of hybrid of MTO and MTS.

For that you have to create a strategy group. Keep main strategy as 20 (if the default is MTO) and other as 40. So during a sales order creation system will consider KE as req type and the prod order will be created wrt SO.
If u want to create PIR, system will take VSF as req type and the prod order wrt that will not have any a/c assignement.
