Character string does not exist in the set of allowed values on EP7.0 SP15

Hello Experts,

I am testing Value help functionality for input field on EP7.O SP15.I want either user can enter value directly in input field or select value from search help.user should be able to enter the value which doesn't exists in value help .when event is triggered in the application,i am getting "Character string doesn't exists in the set of allowed values" error message on the screen.this we have avoided on EP6.0 system by setting "with out validation property" for the action which is triggering roundtrip.but somehow this fucntionality is not working on EP7.0 ep15.it is creating lot of confusion for the users.is there any solution for this or is it bug in EP7.0 SP15 ?

any help will be greatly appriciated.
