Unable to put off the transport connection for a customizing Object

Dear all,

The transaction code QS41 could not be use in a non production environment. I receive the message "Client 100 has status 'not modifiable' in non production system".

Then, I try to apply the SAP note 356483 in the Dev system. Now, i cannot save the changes, because I have the following message: "You are changing a function group which does not belong to you

Message no. SV352"

The 2 tables to change are V_QPGR_KAT, V_QPCD_KAT.

Is someone have the solution?
