Hi Shanto,

To make it simple, any activities within the Portal which relates to Portal administartion and Portal configuration, its the Portal Administrator. Any activities which requires building applications for the portal, thats a Portal Developer.

Which Portal elements belongs to which, I believe the best to look at is in help.sap.

1) Running an Enterprise Portal (Mostly related to a Portal Administrtaor with Basis team when installation are mentioned):

http://help.sap.com/saphelp_nw04s/helpdata/en/b6/0c754297fdd142e10000000a1550b0/frameset.htm

Look into the IT scenario for an overview:

Enterprise Knowledge Management

Enabling User Collaboration

Enterprise Reporting, Query, and Analysis

Developing, Configuring, and Adapting Applications

Business Planning and Analytical Services

Business Task Management

Integrated User and Access Management

2) SAP NetWeaver Developer's Guide

http://help.sap.com/saphelp_nw04s/helpdata/en/19/4554426dd13555e10000000a1550b0/frameset.htm

This section describes how to build applications for the portal. The guide explains how to build portal applications and how to make use of services provided by the portal or the underlying J2EE engine.

Hope that helps and award points for helpful suggestions.
