Is there a TCODE to find out all HCM user exits being used?

You have use CMOD or SMOD.

For PA user exit is PBAS0001.

in HCM most of the cases it will be useful.

I am not aware of any Tcode specific to HCM user exits. SMOD is the transaction for the all the sap enhancements. The best place is to go to SPRO and search for 'Enhancement' of 'BADI'. You will get the component wise list and you can find the HCM user exits in the list.
