how to make the field 'FIXED VALUE' editable in VF01/VF02

In normal circumstances, this would be based on the settings what you maintained in OBB8 for your payment term and you cannot change in billing..

However, If you want to input in billing, try with USEREXIT_FILL_VBRK_VBRP (Module pool SAPLV60A, program RV60AFZC)
