How does the control key come into the plant maint. order task list as default?

The control key is copied from the work centre default values screen.

It get copied from the Default Values screen of the Work Center.
As soon as you assigns the Work center to the Operation, it copies the Control key.

if you maintain teh control key in the work centre in defult values tab,
then it will come in the task list.
