Hi,
I dont think this is problem with 7.0, SP 13, as it was successfull for me with the specification.
Ensure that the role has the subsequent required permissions or use superadmin role.
Copy the default framework into your folder and in System admin > Portal Display , right click on framework and create Desktop from that.
Else try copying the default desktop to a custom folder and rename the object id & name.

SM,
You can create portal desktop from default portal desktop then modify as your requirement.
I hope this will solve your problem.

Hi,
Is the WAS and EP of same patch level? If not, please install them to same patch level (E.g., SP16). If that is not the problem, provide some more detail. Is this happening only with this or with iView and other portal objects creation? Also check if you are using correct browser and there is no javascript error in the browser.

Hi,
We are on 7.0 SP13 (patch 3). We are also getting runtime error while creating a desktop.
I was reading one forum thread and came to know that there may be a bug in SP13 and 14 that...
If the desktop you are creating is in a folder that has a prefix (say, com.sap.folder), then it gives the run time error. Which turned out to be true in our case.
I was able to create a desktop in a folder which doesn't have prefix.
So I created the dekstop in non-prefix (dummy) folder and cut and paste the desktop to the needed folder.
