Should Project Definition only contain one level 1 WBS Element? How to set?

Hi,

I would want to know if there should only be one level 1 WBS element created for a Project Definition. Please also advise how to set that restriction in system (if there is any sap standard configuration).

T code OPSA. Control Tab. "Only One root" check box to be ticked.
