How to distribute the labor cost for one semi-finished goods?

One bill of material has three parts A,B,C,and B below the A,C below the B,A(finished goods+Manufactured parts) B(semi-finished goods phantom parts) C(Trading goodspurchased parts)

Now sales want to sale B to customer,and because I put all labor on the A,so system will ignore the the labor cost on the B,That means the price provided to customer will be more cheaper than reality,

and If I put labor on the B and change B from phantom part to manufactured part,yes,the problem solved ,but it means later I have to open a order for B,but for me,I only want to open a single order for A.

So how to meet the demand from sales side and my side both?

here I only have MATERIAL BOM

Any suggestions are welcome!
