Checking Two Fields For Values Resulting One Return From Fomula

Can anyone tell me how to get the last 'If' statement to return a '9' ? The returned value for one of my test records is a '1'. This is because the record meets the first 'If' statement criteria and not checking the last 'If' statement. The formula should return a '9'.

If = "1 = Not Applicable" Then "1" Else If = "2 = Preapproval was not requested" Then "2"

Else If = "3 = Preapproval was requested" Then "3"

Else If = 'Refinance' Then "9";
