I need to do cache notification every time i make any change in ID or IR. Can you please advice, what is wrong with the XI system?

The RFC destination INTEGRATION_DIRECTORY_HMI with path prefix /dir/CacheRefresh is used to update the cache that you see in SXI_CACHE.
It should have the user XIISUSER. So confirm the same? Also

Is your XI system configured as integration server in your SLD?

Can you elaborate the issue.
I mean are you using SXI_CACHE tcode to manually refresh the cache everytime.
