While creating a JV for booking an expense can this validate the existence of budget on a real time basis with the Budget Module and allow/reject the transaction

You are asking pure functional concepts.

And coming to your post Budget module means what are you trying to deal with is it with Cost center, Cost element. Your Joint venture deals with the type of element that you are been dealing with your company code be more precise while post which may you to get quick answers.
