If we want to manage bugdet in the company then must be check check box ( "use purchase accounts posting system") in the Company detail.

Do you ask questions or not? Sound like you want to tell others how to do.

Anyway, I assume you are asking question. The answer then is no. It is irrelevent with Budget. You just need to check "Budget initialization" and choose your prefered action for selected documents.

Please spend time to read something available to answer basic question by yourself.
