How to block layout changes for a particular transaction

Hi gurus,

I want to block certain users from the modification of saved layouts on a particular transaction. For example, if I want to prohibit a user from using (ctrl+F8) on transaction IQ09 but at the same time I don't want him to do the same on any other transaction e.g. MB51. Please let me know is it possible and if yes then how.

I'm not sure, but try this,

Goto SE06. Look for Local developments (no automatic transport) under Software component. Make it non-modifiable. Subsequently no body would be able to create/change objects.

Or respective role under the AUthorizations tab...search for Object 'S_DEVELOP'. In this only mention the packages which you want the user to use along with other combinations in Activity field...
