Hi,
From my experience this is a program that you can access from SE38: 'Synchronize Resource Availability to Time stream for Scheduling'. Essentially, it synchronises the availability of resources. If this program has not been run, then one cannot view the availability in the Resource Planner or retrieve available slots.
