Hello All,
the password of the user has been reset and after that when user try to acess Bex explorer with reset password and even with new password BW is not accepting and unable to access BEX.please tell me how should this problem be solved

As mentioned above the user might be locked.
Also another possibility is that, when a password is reset, the user has to login and change the password for the first time. so try logging into ABAP stack and it may ask the user to change the password.
Since you have already tried for some time the user might be locked. unlock the user and try logging into ABAP stack to change the password.

Yes, make sure that the User Id is not locked. Also, ask your Basis team to look at it. They will be abel to unlock it if it has been locked.
