Do anyone know if it possible to change the costing method from Manage Item Cost Globally to Manage Item Cost By Warehouse after some transactions have been captured.

They can only be done at basic initialization stage. You cannot change them later

This setting cannot be changed and it should not be changed.
The whole logic of the OINM table and the cost price calculations depends on this setting and you cannot change the logic of a table.
Please DO NOT do this.

of course you can do it, but it is not recommend. like written, there rings a big very loud bell in everybody's head. so the bell rings so loud and everybody recommend to do never a thing like that!
for example, you should create a new database and copy your article, costumers and orders etc. by using the addon "copy express". i think this would be the best way to solve your problem.
Your statement: There must be a way to do it in the tables rings a bell.
You should never go to the table directly to change it. That is a strict rule. You may loose support by such relenless action.

Unfortunately the option to manage item costs per warehouse can only be set before any transactions are posted. It is for this reason that certain tick boxes are placed under the Basic Initialization TAB and as a rule, most of these must be set before starting to transact or "GO LIVE". Your only option is to start a new database, get the settings correct as desired and then import all your master records, etc. again. Is this a live database? How many transactions have already been posted? You will need to decide if it warrants changing to a new database or just living with the setting the way it is.

I assume you are talking about
Administration -> System Initialization -> Company Details -> Basic Initialization -> Manage Item Cost per Warehouse.
I think it is not possible to change this setting after transactions are posted to System
