When running a report through my RDC, XI R2 application, under Windows Server 2003, a user is getting the infamous "Enter Values" dialog (rendered via Internet Explorer) but the dialog itself it totally blank.
I checked and Scripting is enabled in IE.
Any idea what could be causing this behavior?

Sounds like either a permissions issue, or a missing folder.
Specifically, look for the folder:
c:\program files\business objects\common\3.5\crystalreportviewers115\prompting
and all the prompting directory subfolders.
If the above checks out, I'd bet on permissions being the issue. Download Process Monitor from here;
http://www.microsoft.com/technet/sysinternals/Utilities/SysinternalsSuite.mspx
and look for any "access denied" messages once you have obtained a log of what's going on when you run the app.
