Does anyone have advice on using these extractors to get the "inactive" conditions? Any way to customize it?
Thanks!

Normally its a business requirement - Not to pull Inactive conditions. But if you still need to pull inactive condition through these standard extractor, apply this note - SAP Note 1062462 - Inactive conditions with 2LIS_11_VAKON / 2LIS_13_VDKON.
Symptom
You use 2LIS_11_VAKON or 2LIS_13_VDKON to extract the order or billing
conditions to a BW system. Only the active condition records are extracted.
Field KINAK tells you whether a condition is active or inactive:
active conditions -> KINAK is empty
inactive conditions -> KINAK contains a value
In your business scenario, you are required to extract the inactive
condition records to a BW system as well.

I once added those via the user exit for transactional data
tip 1: KONV-KINAK
tip 2: the records you'll be adding may already exist in the c_t_data internal table (if between the time of creation of the record and the user exit processing, the condition type has been set from active to inactive... in this "special" case, you will get 2N records if you don't foresee this)
HI
Yes check these data soureces.
