Hi Ganesh,
S user id that you use to login to sap service marketplace.
OSS user is an id that will be created on the customer system and sap sap support person will use that to login to the customer system to check the issue.

S User is the Service User. The service User Used for anonymous system accesses through an ITS service. After an individual authentication, an anonymous session begun with a service user can be continued as a person-related session with a dialog user.
OSS User id is used to link with SAP Market Place or Support Portal for do any Update Patch and other related works..

S-user is the user which the customer used to connect to SAP i mean to logon on to SAP. Each customer has its own s-user through which he logon to SAP system.
While oss users are the users which you can create on your own systems. You create the users and give authorizations to the users depends upon the requirements. This all activity happens at your end.

oss user for your system user you have to create n number of oss user.
