When I download the NW Mobile 7.1 client setup zip file, I extract the contents and get the MobilePlugins, MobileClient\PDA, MobileClient\Laptop, and the MobileClient. Under the MobileClient\PDA directory is the XOCA05_0.sca file. Is this file supposed to be uploaded to the DOE?

this file contains mobile components for the PDA client. If you are developing applications in the "Mobile Applications for Handlhelds" perspetcive in the NWDS, you have to upload this SCA file to the DOE. Applications built in the NWDS will depend on compoentns included in the XOCA.sca.
If you are developing applications just for laptop, you can ignore this file. It is not relevant for this platform.

As Julien said, this file is for the CBS and DTR. This is for a consolidated build. If you build only locally, this library should be in the IDE already if you installed the plugins correctly.
This library contains the libraries for PDA user interface code. It is part of the client so it does not need to be loaded to the DOE or to the client. If your project builds, it can be deployed.

If the XOCA_xx.sca file is not uploaded to the DOE ( middleware) and if the application ( OCA App) is deployed from the middleware to client device. the middleware fails to find the required skeleton , framework , et al files contained / required for smooth operation.
this means, the SWCV doesnot become operational and hence the data doesnot flow into your device.
