Be it you are selling a material on free of cost or not, you are suppose to pay excise duty on the selling price, when the material leaves the manufacturing unit.
The excise condition types should be statistical in the billing document as you dont want to post a liability to customer. During excise invoice creation the excise values will be populated from the billing document to excise. Here liability will be created i.e. excise payable.
