How to implement a mandatory discretion agreement

Hello Experts,

we want to display a discretion agreement in our SAP-Portal that each portal user must check once, in order to be able to work on the portal. It includes text that states, that the data is confidential. After he has checked it, it shall not be displayed again.

My question: Is there a standard way to solve this task or will we have to implement an extension to the portal, for example by writing a par-application in Java?
