You posted your question to the .NET development so I'm assuming your asking about OpenDocument.aspx. The BOE .NET SDK for BOE XIR3 has not been released yet. It will be available with BOE XIR3.1, which should be released later this year.
If you're looking for information regarding OpenDocument.jsp for BOE XIR3 please submit a question to the Java Development queue so the Java folks can assist you with your question.
