Maintain a zee table wherein you can maintain the number ranges plant + shipping point + delivery type wise (the combination can be as per your design). In the exit, write a select query to fetch the number range object from zee table by passing the plant, shipping point etc values. As per the new number range object the number series will be determined.
Word of caution is that plant is at item level and if two line items have different plants then only one line item plant (normally the first line item plant) will be considered for fetching the number range object.
