Fixed Amount Condition in PO while GR & PO qty is difference

Dear Experts,

I have condition in PO as delivery cost which is fixed amount and add to inventory value. My item in PO is accept over delivery . The problem is, when i do GR morethan PO qty, my delivery cost /value is changing following the increasing of PO qty. I am expecting the same delivery cost eventhough GR qty differ from PO qty. How to set the PO condition or is there any other standard SAP way to make this thing happen ?

Use the Header condition for that instead of the item condition.
