To start a thread in infoview, just click on the little arrow in the Discussions panel on the right hand side. This will enlargen the discussion panel, and you will see the "New Message", "Repyl" buttons, etc.
To view all discussion threads as administrator, go to the following in the CMC:
Home > BusinessObjects Enterprise Applications > Discussions
Users of the Discussions feature must have the right to view a report in order
to create a discussion thread, or add a note to a report.
