i defined in tolerance limit that if the budget is used by 95%, the system should email to the person resposible with warning.

Does that mean the system email to the person resposible input in the project definition?

can i the email be sent to the person resposible in different wbs?

the email will be sent to the person responsible on the WBS for which the budget is being checked, not from the project definition.

that is correct. also note that in transaction OPS6 you need to maintain the SAP user ID for the resp person to generate the internal mail using standard workflow in PS Budgeting
