Quotas are credited on quarterly basis.
If an employee joins in the month of April, April- June will be his 1st quarter July- Sep will be his 2nd quarter.
In 1st, 2nd, 3rd quarters 4 leaves should be credited in the 4th Quarter 3 leaves should be credited.
For an employee who joins in the month of May the Q1 will be April - June and 4 days leave should be prorated and credited to the quota using the time evaluation.

i think u'll have to create 4 quota types having entitlement 4,4,4,3.
then in view v_t559e u can give validity period as acrrual period.
in v_t559d u can give validity interval.
i think u have to create quarter period parameters.in payroll-basic settings.
in view t559l u give accrual period as other period and select ur parameter.

Do create leave type which will generates only (you have to define in generation rules) quarterly and give the eligibilty to the employees it will automatically credited
