there is nothing as primary or secondary configuration in PS
During an implementation project we have what is known as baseline configuration where the complete configuration as per design is done - this might be what you are referring to as primary config??
Once the baseline is completed then unit testing is conducted and there could be some changes to the config - ehich you might be referring to secondary

In the Blueprint phase all design requirements are gathered from the users.
In Realisation phase these design requirements are configured in the system. The first load of configuration is all done in one single transport called baseline configuration. Then if required, any ohter changes are done due to change in requirements, or testing, integration issues during the implementation.
