Possible to add Text id in INcompletion procedure

Dear all,

I am defining ane text id in billing header, i want these text id should be mandatory.

If user cannot maintained these text then he can't save the document.

Is it possible to add these text id in Incomletion Procedure of billing document.

Plz give some solution for the same with example if possible.

As per my understanding for Billing doc no control for incompletion log.
