When you increase the PO value, the PO release strategy will be cancelled. Is this a standard SAP or can be configurable?
Using Changeability Value Field in Release Indicators you Can Control the Document Such that When a PR / PO Value is Increasing for a Say Value / % then again the Document is Subject to Release Strategy.
If Value is Decreasing then it wont Work.
You Can Use Release Indictors to Control this.

Check your release indicators.
Following are the Std SAP options you have.
1 Cannot be changed
2 Changeable, no new determination of strategy
3 Changeable, new release in case of new strategy
4 Changeable, new release in case of new strat. or val. change
5 Changeable, new release if new strategy/outputted
6 Changeable, new rel. if new strat. or value change/outputted
Changeable, new release in case of new strategy

If PO Value is used as a characteristic in the Release strategy than in case the value is changed (only increased) than the release alraedy affected will be cancelled .The same dont apply to reduction of value .This is a standard sap function.
