Release Strategy Deletion can be Done in a Procedural way :
Please Delete the Release Strategy in a Following Manner & try again.
Delete Release Strategies
Delete Release Indicators ( Optional )
Delete Release Codes
Delete Release Groups
And IF not Required Delete Charectersitics & Classes also.

Dear,
As per my view.
If you delete Release Groups for release stretrgy. It is autometically delete from table T16FK.
Check you have deleter release group from Set Up Procedure with Classification. If it is existing then first remove it and click on save button.
Then check.

frame a new strategy and check whether its working or not...few inconsistent errors will be there when u delete the existing strategy..it will not disturb ur new strategy
