PS and HR Integration

Hi guys,

I have a scenario like this....

where in the client want the "Employee info" and the "Timing to be recorded" should come from HR. i.e,they just want how much % of employee:X time is going to put under a particular task/activity.

So,in this case wht are the configurations to be done from HR side.

Do we need to implement full TM or we can just go for CATS??

Pleas let me know your suggestions ASAP...
