We have created a public holiday that if it falls on Sunday (Rest Day), then next day is a replacement. But, now the problem is that some states Rest Day is not Sunday, therefore, Monday should not be the replacement. How to rectify this?

If the state that has sunday as a rest day is on a different calendar to the states that have sunday as a work day you can create another holiday with similar name and make it a moveable holiday, enter the date that is to be taken as the holiday (the monday) Assign this new holiday to the calendar. (remove the other holiday that is fixed if it is assigned to the same calendar) The only thing to remember this moveable holiday has to be maintain for each year, or just put the moveable holiday in for this year and then the fixed holiday in from next year.

For this you need to create two public holidays. One is guaranteed and another non-guaranteed. As you already have guaranteed, create the second one with out the rule of moving to next working day.
